Upgrade standalone secured views container to Vaadin 23

Description

Create a new variant of the SecuredNavigationUI, which is a container of Unity standalone views, available under stable, well known URLs, which are not part of any endpoint, but still require authentication.

In scope of this ticket do not touch authentication part (stays at V8).

Rework the container changing the navigation scheme from URL fragments to paths.
