Update public navigation view and policy documents view

Description

Upgrade the container view implemented in PublicNavigationUI. It will require most likely a breaking change in addressing of the member views (so far URL fragments were used). Document this change in upgrade notes.

As a test drive upgrade one of its clients: PolicyDocumentViewProvider. This is a relatively simple view, w/o external component dependencies.

Fixes of update.txt file are in dev-4.0. So task can be tag as done.

although one item is missing: info in update.txt on changed links to policy documents. Those links are public, can be used outside of Unity, so we need to announce that those are missing. Pls add information how the link looked before and after the change.

Moving to In Progress just 'cos of that.
